Not be be an anal to the poster's comment, but he's only half right. Yes, Blizzard is completely autonomous from Activision, but not because of Activision's recent downsizing.
It's actually because Blizzard was never really owned by Activision. Activision merged with Vivendi Games after Vivendi Universal (now just Vivendi) had some serious financial issues with their video game division (all except Blizzard's portion). Vivendi, SA (the french parent company) still owns both Blizzard and Activision and although Blizzard is just a developer and Activision is a publisher, they decided to use both names in the newly formed company because of the sheer power that Blizzard has amassed thanks to WoW's insane subscriber base/revenue. The funny part is, Vivendi actually renamed the merger of the two companies not to Vivendi Activision, but to Activision Blizzard, Inc., just showing how powerful Blizzard is, that a mere developer shares its name now with a Publisher.
That's like EA being renamed EA Bioware because one developer is so powerful. In fact, back in the day when EA started destroying all their little developer's identities, such as Origin (my beloved UO creators), Westwood Studios (Commander & Conquerers), Maxis (SimCity) and every other developer they would buy out... Bioware is still the only developer now owned by EA that they haven't taken away their name, because it's such a big brand recognition.
